In December 2007 ESRI announced a new Small Municipal and County Government Enterprise License Agreement (ELA) Program that allows unlimited deployments of ESRI ArcGIS software to municipalities and counties in the United States. In January 2008 ESRI released a podcast intended to clarify the ELA. Today, ESRI published a 34-page white paper titled "Understanding ESRI's Enterprise License Agreements."
