Open Source GIS packages do this nicely at the perfect price (usually just patience due to the lack of documentation). If they needed routing, topology-awareness or robust editing capabilities, they probably would have turned to ESRI.

    I love Represent. I've been thinking about doing this for NJ for a while and I better get on it soon.
