ArcGIS 9.2 for Free from FEMA
This was the subject of an email I received from blog reader and friend Alan Uminski. Alan pointed me to a link to an order form on FEMA's website where anybody can order a free copy of HAZUS-MH.
In HAZUS-MH, current scientific and engineering knowledge is coupled with the latest geographic information systems (GIS) technology to produce estimates of hazard-related damage before, or after a disaster occurs. It appears that HAZUS-MH runs on top of ArcGIS 9.2, and is shipped with an evaluation copy of ArcGIS 9.2 on DVD. I wonder (as does Alan) what happens to the HAZUS-MH installation when the ArcGIS evaluation license expires.
In today's Dilbert the salesman says: "Thanks to a new law, every customer in my territory needed to upgrade."

HAZUS-MH requires ArcMap to run. Wow, they started distributing the evaluation again? They did stop for a while. FEMA releases specific versions of HAZUS-MH to run on the different releases of ArcMap.
But what happens when ArcMap times out? It looks like users face one of two choices -- discontinue use, or pay to continue to use what they thought would be free software.
HAZUS-MH is an "over lay" on ArcGIS. If you request it FEMA will provide a demo version of ArcGIS when they ship the free HAZUS-MH sw. I think you can download/request this same demo ArcGIS sw from ESRI.
Once the demo license expires HAZUS-MH will no longer work!

Rich, thanks a lot for a much needed clarification.
